The Harrison County Commissioners Court on Sept. 10 approved several Road & Bridge items — including personnel changes, a county road condition report and budget amendments to cover unanticipated truck repairs and equipment purchases — and heard an extended administrative report about road projects and chip‑seal methods.
Mr. Davis, speaking for the Road & Bridge Department, said crews completed just over 11 miles of work and had roughly 6.459 miles in progress; current projects include a 0.4‑mile job on Fir Road and work on Jones and Everett roads. He said weather delayed some construction and prompted a change in surface treatment: crews will use a cold‑weather spray oil and uncoated rock rather than the hot, 300°‑plus oil and coated rock typically used when temperatures permit.
A commissioner challenged that change, saying hot oil seemed to bind and produce a thicker wearing surface and asked whether the county would be ‘‘settling for a lesser quality’’ if it uses cold oil. Mr. Davis replied that the change is driven by cooler conditions that make hot oil impractical and noted TxDOT uses a similar cold‑weather oil; he said crews make field adjustments to ensure good application.
The court approved a budget amendment for Road & Bridge equipment and truck repairs (amounts discussed in the auditor’s line items) and approved several routine items, including utility applications for fiber‑optic lines from a local telephone cooperative, the annual road condition report, and final payment for a rental‑purchase agreement for a Broshy broom. All motions passed unanimously.
The commissioners asked Road & Bridge staff to provide additional detail where requested — including clarifying the net annual cost of vehicle leases after sales and credits — and to monitor the performance of cold‑oil chip sealing on completed sections.
Next steps: staff will provide a spreadsheet showing net annual fleet lease costs and keep the court updated on chip‑seal performance.
