Frankfort approves emergency sewer repairs and multiple engineering contract amendments

The Frankfort Board of Commissioners on Jan. 26 authorized emergency sewer repairs, approved engineering contract amendments and allocated contingency funds to address recurring basement flooding and to support large sewer projects.
The Board approved an emergency construction agreement with RJ Corman Railroad Company / Central Kentucky Lines to perform repairs to the sanitary sewer near Broadway and Ann Street, with an estimated contractor cost of $106,626 and an added contingency of $25,000, for a total authorized amount of $131,626. The measure was part of the consent calendar adopted by a 5–0 roll-call vote.
Staff said the emergency work is intended to mitigate basement flooding that city records show has increased since the winter of 2023–24. The Sewer Department will send a purchase requisition to Finance for the approved amount; because the work is an emergency it will require a budget amendment for FY 2025–26.
Also included in the consent items were professional services contract actions for the Sewer Department: Amendment No.1 with Orchard, Hiltz & McCliment, Inc. (OHM Advisors) for additional easement-acquisition work on the Prevention Park (PC3) project ($75,000); a time-extension and expanded-services amendment with QK4, Inc. to continue engineering, design and survey work (purchase requisition $250,000); and Amendment No.2 with Hazen and Sawyer, P.S.C. to add construction-administration services, additional resident project representation and third-party weld testing for the East Frankfort Interceptor (EFI) project ($225,000). The Hazen amendment supplements earlier design and administration agreements tied to the $48 million EFI construction contract awarded in April 2024.
Commissioner Kelly May moved approval of the consent agenda; Commissioner Leesa Unger seconded. The roll was called and Commissioners Richardson, Unger, May, Smith-Willis and Mayor Wilkerson voted in favor (5–0).
What happens next: The Sewer Department will issue purchase requisitions for each approved amendment and the emergency repair work; budget amendments will be prepared to place the emergency project and contract amendments into the FY 2025–26 budget.
