River Ridge CDD adopts FY2025 budget and approves special assessments for 2024/2025

The River Ridge Community Development District board adopted the fiscal year 2024/2025 budget and a companion special-assessments resolution during its Aug. 27 meeting, approving amendments to correct clerical errors and to remove an errant exhibit reference.

District Manager Chuck Adams told the board the budget included scrivener errors — including a street-sweeping description — and the document on the agenda did not reflect later corrections. Mrs. Cleo Adams opened the public hearing on the budget; no property owners spoke. On a motion by Kurt Blumenthal, seconded by Robert Twombly, the board adopted Resolution 2024-07 as amended to authorize the annual appropriations and permit budget amendments.

Tony Pires, district counsel, recommended opening the required public hearing on the assessment roll. No members of the public commented on the special-assessments item. Board members agreed to delete all references to “Exhibit B” from the assessment resolution; on motion by Mr. Blumenthal and seconded by Mr. Twombly the board adopted Resolution 2024-08, Making a Determination of Benefit and Imposing Special Assessments for Fiscal Year 2024/2025, as amended.

Board members also discussed statutory compliance items tied to governance and disclosures during the meeting. The board approved required performance-goal reporting measures (see separate item) that will inform future budget and reporting work.

Votes at the meeting were recorded as unanimous among the supervisors present: Terry Mountford, Kurt Blumenthal, Robert Twombly and Chair Bob Schultz (attending by telephone). Supervisor James Gilman was not present. The resolutions and related budget materials will be updated to reflect the amendments and posted as required.
