Sedan council appoints new member, approves payroll and routine measures

The Sedan City Council on March 17 appointed Nathan Blankinship to the city council and approved a series of routine financial and operational measures affecting city services and accounts.
Mayor Kathy Miller nominated Blankinship; Angela Evans moved to approve the appointment and Wellington Butler seconded. The motion carried and City Clerk Lana Smith swore in Blankinship.
The council approved bills and payroll totaling $95,105.17 (motion by Wellington Butler; second by Crystal Wade). Members also approved a standard operating procedure for training, travel and meal reimbursement, a six‑foot memorial bench for Mariellen Appleby at a cost of $1,650.00, and a $300.67 reimbursement to Pam Koerner from the transient guest tax for redbud seedlings.
Two sewer account adjustments were approved: a $25.88 reduction for account #1168‑11169 and an $818.45 reduction for account #1348‑11274; the latter includes a three‑month payment plan with monthly payments of $752.31 and removal of late fees. The council also authorized placing bids for maturing certificates of deposit (CDs) with upcoming maturity dates on 05/01/2026, 05/08/2026 and 05/25/2026.
In department reports Police Chief Kirk Richardson introduced William Tunstall to the council and noted Tunstall would be available for executive session discussion. City Clerk Lana Smith reported the city received a Waste Tire Grant to purchase benches and picnic tables (available to order after May 1) and that the bulk water station is currently down; she will obtain pricing to replace the coin machine. Fire Chief Shawn Butler requested trading a surplus military truck with Dustin Crum in exchange for Crum’s work repairing and painting the mobile command truck; the proposed trade would convert the military truck for firefighting use if approved. Mayor Miller reported storm sirens were repaired, and pool repair looks feasible for the upcoming season; the clerk will advertise for lifeguards.
The council entered two short executive sessions under K.S.A. 75‑4319(b)(1) to discuss personnel matters related to retention of Chief Kirk Richardson and William Tunstall; both sessions ended with no public decisions announced. Robert Clawson asked about a mailed notice regarding lead in the water; Clerk Smith said it is a required annual flyer. The council adjourned at 6:39 p.m.
