The special meeting began at 4:00 p.m. at City Hall and was called to order by Mayor Kathy Miller.
Council members identified a need to hire both a chief and at least one officer and discussed recruitment details including how to publicize applications, candidate experience expectations, salary levels and the mileage range of where applicants live. Those procedural discussions preceded a motion to hold an executive session to discuss personnel matters.
Adam Clark moved and Angela Evans seconded that the council enter executive session under K.S.A. 75‑4319(b)(1) to discuss terms and conditions of employment for nonelected personnel; the meeting was to resume no later than 4:50 p.m. The minutes state the council resumed the public session at 4:50 p.m. and that no decisions were reported from the executive session.
After returning to open session, Council member Crystal Wade moved to advertise for a chief of police with a starting base pay of $48,000 plus the standard benefit package and a requirement that the hire reside within 25 miles of Sedan. Council member Wellington Butler seconded the motion, which the minutes record as passing unanimously (0 nay, 4 yes).
On the officer position, Crystal Wade moved to advertise starting pay as $15.00 for non‑certified officers and $18.00 for certified officers with no residency requirement. Council member Adam Clark moved to amend the non‑certified starting pay to $16.50; Crystal Wade seconded the amendment. The minutes record that the amended pay and advertising were approved unanimously (0 nay, 4 yes).
Angela Evans moved to adjourn at 4:54 p.m.; Wellington Butler seconded, and the motion carried. The meeting minutes record signatures for Mayor Kathy Miller and City Clerk Lana Smith.
