Sedan council adopts 2026 budget to maintain revenue-neutral rate; approves bills, delegate and sewer reduction

Mayor Bryan Blankinship opened the public budget hearing at 5:31 PM; no citizens spoke. Council member Adam Clark moved to approve the 2026 budget with adjustments to maintain the revenue-neutral rate; Council member Kathy Miller seconded and the motion carried. The mayor closed the budget hearing at 5:33 PM.
After calling the regular meeting to order, the council approved the meeting agenda and minutes from Sept. 2, 2025 on motions moved and seconded by Janice Fine and Kathy Miller, and authorized payment of bills totaling $158,991.01 after a motion by Angela Evans and a second from Adam Clark.
On staff reports, Treasurer Raven Darnall presented the August financial report and raised a possible sewer reduction form; the council advised that an owner may submit a sewer reduction request for council consideration. Adam Clark moved and Angela Evans seconded approval of a sewer reduction form for account #1481-11063; the motion carried.
Employee Lana Robinson told the council she is collecting quotes for memorial benches and researching roadway-hazard reporting services. Robinson said the City of Independence uses a CivicPlus service that costs $6,000 per year; she is exploring other options.
During council comments, Angela Evans apologized for missing recent meetings and asked about docks at the lakes; employee Caleb Ironsyde said he met with Cameron Williams, who is working on docks' posts and the cement is drying. Kathy Miller requested appointment as voting delegate for the Kansas League of Municipalities annual conference Oct. 9–11, 2025; Adam Clark moved to appoint her, Angela Evans seconded, and the motion carried.
Council member Janice Fine reported she spoke with Jeff Chubb regarding an open-records request for body-camera footage from a traffic stop; according to Fine, Jeff Chubb said the footage should not be released after consultation with the city attorney and the Kansas League of Municipalities. The minutes do not record a formal council determination to release or withhold the footage.
Angela Evans moved to adjourn at 5:50 PM; Adam Clark seconded and the meeting adjourned.
