Sedan council awards $216,228 paving contract to Jeff Hull's Paving

The Sedan City Council voted 4-0 on Feb. 25 to accept a $216,228.42 bid from Jeff Hull's Paving for resurfacing work on Elm Street, Douglas Street and Montgomery Street. Councilmember Wellington Butler moved to accept the bid; Councilmember Adam Clark seconded and the motion carried with four yes votes and no nays.

City Clerk Lana Smith presented the contractor's line-item bids, which showed the company applied a 5% discount to each of the primary street segments. The accepted package includes Elm Street (School Street to Delilah Avenue) at a discounted total of $66,217.55; Douglas Street segments (Walnut to Bower at 24 feet, and Main to Elm at 32 feet) combined at a discounted total of $73,693.38; and Montgomery Street (Main to Railroad) at a discounted total of $102,310.87 (the Montgomery figure includes approximately 17,436 square feet of patching to be milled 4 inches and overlaid with 4 inches of asphalt). The combined approximate award amount reported at the meeting was $216,228.42.

Council recorded funding for the award as $50,000 drawn from special highway funds, with the remainder to come from the Appleby Funds. Councilmember Adam Clark later moved to amend the acceptance motion to explicitly include the three named street segments as the scope of work; Councilmember Angela Evans seconded and that amendment passed, 4-0.

A separate Project 2 — described in the bid packet as patch-and-chip-seal work for Chatauqua Street, including a patch line-item of $10,743.07 after discount and a chip-seal line of $48,803.94 after discount — was listed in the packet but was not selected as part of the accepted work in the motion recorded at the meeting.

Mayor Kathy Miller called the special meeting to order at 4:32 p.m.; the meeting concluded after the council adjourned at 6:10 p.m. The council did not provide a timeline for contract execution or construction start at the meeting.
