Sedan council accepts water district contract, approves tourism ads and keeps roofing bid after insurer denial

The Sedan City Council met on Feb. 3, 2026, and took several routine actions, including accepting a water contract with Public Wholesale Water Supply District No. 20 and approving a four‑quarter tourism advertisement buy in Southeast Living Magazine.
Kathy Miller, president of the council, moved to accept the water contract with Public Wholesale Water Supply District No. 20; Angela Evans seconded and the motion carried 4‑to‑1. The council did not record individual vote names; the minutes list the result as one Nay and four Yay votes.
Pam Koerner presented a request to fund four quarterly ads in Southeast Living Magazine at $237.50 per quarter, a total of $950. Crystal Wade moved to approve the expenditure, Wellington Butler seconded, and the motion passed unanimously.
Council members also discussed City Hall roof repair options after the city’s insurer said it found no hail damage and declined coverage. The council agreed to meet again with Ram's Roofing for inspection and to proceed with Ram's Roofing's bid even if the insurer does not cover the cost.
City Clerk Lana Smith told the council the city insurance policy renewal is scheduled for April 1, 2026, and she is working with the city's insurance broker on renewal arrangements. Smith and Public Works Superintendent Caleb Ironsyde reported meeting with BG Consultants about sewer repairs at the corner of School Street and U.S. 99 and obtaining additional quotes to include multiple locations under a single CDBG grant application. Per Stephanie Marsh of SCKEDD, the city may apply to cover multiple locations on one grant; the council directed staff to leave the School/99 corner out for now and pursue other areas and additional engineering quotes.
The council reviewed a proposed list of city boards for which it seeks memoranda of understanding; the clerk was asked to prepare a questionnaire for board members. Police Chief Kirk Richardson reported on oversized loads on Main Street. Clerk Smith said a petition to vacate an alley has been submitted and the process will begin when paperwork returns. Public Works indicated several work trucks will need tires and was instructed to solicit bids from local vendors.
During council comments, members thanked public works for snow removal and city crew hauling of snow piles. Adam Clark asked that the agenda be corrected to reflect the proper spelling of “minutes.” Crystal Wade asked staff to check Ordinance No. 846 against state standards for the tourism tax. Wellington Butler moved to develop standard operating procedures for the city, but the motion died for lack of a second.
The meeting adjourned at 6:39 p.m. after a motion to adjourn carried by voice vote.
