Soldier Township Board approves resolution to exceed revenue neutral rate and adopts 2026 budget

Soldier Township’s board voted on Sept. 9 to adopt a 2026 budget and to pass a resolution authorizing property taxes to exceed the revenue neutral rate.
At the meeting Clerk Mike Mathes opened a public hearing on the Notice to Exceed the Revenue Neutral Rate; there were no public comments and the hearing was closed. Member Jerry Glasgow moved to pass Resolution #25-03 levying a property tax above the revenue neutral rate; Member Mathes seconded and the resolution passed with a roll call recorded.
Administrator Audree Guzman summarized the proposed 2026 budget, noting the proposed mill levy of 20.750, which the administrator said is slightly lower than the 2025 mill levy of 20.763. Member Mathes moved to approve the proposed 2026 budget; Member Glasgow seconded and the motion passed 2-0. Guzman will submit the finalized budget to Shawnee County as required.
The board also approved Resolution #25-04 to authorize transfers in FY2026, moving funds into the township’s capital improvement and equipment reserve accounts. Member Glasgow moved to approve the transfers; Member Mathes seconded and the resolution passed.
The actions taken set the township’s fiscal plan for the coming year and preserve funding for planned capital projects and equipment replacement. The board is next scheduled to meet Oct. 14, 2025, at 12:15 p.m.
