Council considers transfer-station compactor replacement, emergency sewer repairs and AECOM hydraulic modeling for SSO 306; consent agenda approved

At the July 13 meeting, Rocky River City Council reviewed several operations and maintenance items before the summer recess, including equipment replacement, emergency repair authority and technical work tied to an EPA order.
President Paul Shipp described Ordinance 48-26 authorizing up to $333,635 to purchase a replacement refuse-side compactor at the municipal solid waste transfer facility (22401 Lake Road). The contract from Refuse Equipment and Truck Services, Inc. (RETS) is a turnkey replacement: base fabrication and installation ($310,000), $2,100 for additional wear-plate improvements, and an optional $21,535 hydraulic “J” hook mechanism to improve trailer-to-compactor connections. Shipp said the yard-waste side will be used to process refuse while the refuse side is replaced so operations should continue uninterrupted.
Ordinance 49-26 would authorize Fabrizi Trucking & Paving to perform emergency storm and sanitary sewer repairs on an as-needed emergency basis at a cost not to exceed $150,000. Director Snyder told Council the city publicly bid the work and received a single responsive bid; non-emergency repairs will be procured separately or performed in-house where feasible.
Ordinance 50-26 would authorize AECOM to update the city's hydraulic model for Sewershed 12 and SSO 306 for a not-to-exceed $48,000 fee. The modeling is required to evaluate whether the city can meet an April 22, 2027 U.S. EPA Administrative Order on Consent (AOC) deadline for closure of SSO 306, given investments since the 2020 analysis.
Ms. Havemann stated she would abstain from the conversation and vote on the AECOM item to avoid a conflict of interest.
Other maintenance items included Ordinance 37-26 (Huber Technology repairs to critical screening equipment at the wastewater plant, not-to-exceed $140,000) and Ordinance 52-26 to purchase two 2026 Ford Explorer Police Utility Interceptors (not to exceed $139,622) for the Police Division.
On the consent agenda, moved by Mr. Furry and seconded by Ms. Havemann, Council passed the consent agenda unanimously (6 ayes): the package included Ordinance 31-26 (application for Cuyahoga County Planning Commission funds for the Detroit Road Corridor Strategic Plan), Resolution 32-26 (Council recess in August), and Ordinance 37-26 (wastewater equipment repair), among other items listed on the consent agenda. Earlier, a motion to approve the June 22 minutes passed with five ayes and one abstention (Mr. Hunt).
