Skyline Schools board ratifies SNEA agreement, approves hires and holds executive sessions

The Skyline Schools Board of Education ratified a negotiated agreement with the Skyline/North Education Association (SNEA) and approved several personnel contracts at its regular meeting Monday evening.
Board President Rex Robinson called the meeting to order at 7:30 p.m. and the board approved an amended agenda that added the negotiated-agreement item. Jerry DeWeese moved to ratify the negotiated agreement with the SNEA; Nicole Curtis seconded the motion, which the board carried.
Superintendent Becca Flowers provided a financial update earlier in the meeting, and principals Diane House and Steven Novotny reported on building activities, attendance and KESA documentation for Semester I. Students from the seventh-grade Business Essentials class also presented a class project to the board.
The board met in executive session twice under the Kansas Open Meetings Act (KOMA). In a motion by Jerry DeWeese, seconded by David McComb, the board entered executive session to discuss a student issue; administrators and the business manager were invited to attend. The board returned to open session at 8:29 p.m. Later, the board again entered executive session—on a motion by DeWeese seconded by McComb—to discuss nonelected personnel, citing privacy protections under KOMA. The board returned to regular session at 8:35 p.m.
Following the personnel executive session, the board voted to offer contracts, effective Nov. 11, 2025, to Shawntel Culver and Kristina Fisher as bus drivers and to Megan Evans as freshman class sponsor. The motion was moved by Dustin Eubank and seconded by Mark Graber and carried.
Other items on the agenda included a discussion of the 2025–26 softball cooperative (discussion only) and a report from Superintendent Flowers that Pratt County must update its Neighborhood Revitalization plan as a first step for related district action. Steven Novotny noted he attended a KARE meeting with legislative updates; the KASB Convention and Schools for Fair Funding meetings were listed as upcoming opportunities.
Nicole Curtis moved to adjourn; Mark Graber seconded and the meeting adjourned at 8:36 p.m. The minutes record motions, approvals and executive sessions but do not provide detailed deliberations from the closed sessions.
