Council reviews $2.81 million Rockcliff Drive improvement bid, including trail connection

Rocky River City Council reviewed Ordinance 57-26 on July 13, which would authorize a contract with DiGioia‑Suburban Excavating, LLC for the Rockcliff Drive Improvement Project at a cost not to exceed $2,813,777.00.
President Paul Shipp said the project replaces aging sanitary and storm sewers, reconstructs the roadway, replaces catch basins and manholes, restores pavement and curbs, and adds an 8‑foot concrete multiuse trail connecting to Wooster Road and a raised pedestrian crossing. Shipp noted the low bid was $186,223 below the engineer's estimate of $3 million.
Shipp said approximately $1,350,000 of outside funding will come from the Cleveland Division of Water’s Suburban Watermain Renewal Program and $1,000,000 comes from a federal appropriation recommended by Congressman Max Miller. The project was recommended as part of the 2021 Community Confluence TLCI between Rocky River, Cuyahoga County, Lakewood, and the Metro Parks.
The ordinance was introduced for first reading; President Shipp said he expects three full readings before final action.
