The City of Swisher council on Aug. 12 instructed staff to proceed with annexation initiation and financing steps for a proposed annexation linked to capital project bond funds.
Staff told the council the bond account has about $396,000 that could be used for streets, sanitary sewer, storm or water infrastructure. The presentation noted that approximately $118,000 would be owed to the county as reimbursement for the annexation parcel (staff described the figure as an estimate) and that remaining bond funds must be spent within the next year.
Council members stressed the need for a firm county invoice before committing to a specific project. “It has $396,000 in that,” a council speaker said during the report; staff confirmed the final county reimbursement figure must be provided in writing so the council can calculate what remains for infrastructure work and engineering.
A motion to move forward with initiating contact with the county and to advance financing/annexation steps carried. Council emphasized this motion did not approve expenditure of bond funds on any particular project — those spending decisions will require follow‑on votes after staff obtains a definitive reimbursement amount and more detailed cost estimates for candidate infrastructure projects.
Next steps: staff will secure the county’s written reimbursement value, refine project cost estimates (including engineering), and return to council with a recommended use of the remaining bond funds and any required formal annexation resolutions.
