Guthrie council approves utility "betterment" upgrades, defers choice on water/sewer relocation

At the Aug. 13 Guthrie City Council meeting, the council approved the “betterment” portion of planned water and sewer utility work and delayed a separate decision on relocating lines tied to a state road project.
Mike McGhee presented the engineering report and told the council that Division of Water approval for the relocations is in place and the relocations are ready to go to bid if the work is done outside the KTC road construction contract. McGhee cautioned that, because the City’s contract would be reimbursable by the State, an unresolved audit issue could delay reimbursement if the City contracts the relocations directly.
Council Member Russ Longhurst moved to stall a final decision but, if one was required in the coming weeks, to allow the State to include the relocations in the road contract; Chad Johnson seconded. The motion carried unanimously.
On a separate motion, the council approved the betterment portion of the utility work — described in the engineering report as upsizing pipes and adding lines — to proceed. That motion was made by Longhurst, seconded by Johnson, and carried unanimously.
The council’s actions leave the City with control of the betterment upgrades while deferring the contracting choice for the relocations until the near term; if the State is allowed to include relocations in its road contract, the City expects the State to handle bidding and contract administration.
