Troy Recreation Board keeps liability-only insurance, approves paving contingent on city OK and $200 for pickleball storage

The board met at the THS cafeteria and reported a total balance of $146,283.39, with $14,805.25 in the Park account, a $56,000 pool transfer, $12,500 encumbered and $62,978.14 remaining. The financial summary was entered into the minutes and no individual presenter was named.
Committee member Barb Greaser moved to retain liability-only coverage after the board reviewed an estimate that adding accident and damage coverage for the court property would cost an additional $2,957 annually; committee member Dru Whetstine seconded and the minutes record the motion carried. Minutes also note that the board is awaiting clarification from Grain Belt about what the liability and accident policy covers for summer ball activities.
On repairs to the parking lot at the courts, committee member Dru Whetstine moved to approve patching holes and an oil-and-chip treatment estimated at $9,000, contingent on the city approving contractors to work while it is servicing city streets; Jim Horner seconded and the minutes record the motion carried. The motion, as recorded, conditions the work on the city’s approval of timing and contractor access.
The board discussed several items related to the courts: painting the pickleball courts the week of May 11, a planned shade-cover installation on May 8 weather permitting, and coordination with the city about used trash receptacles that might be repurposed for the courts. Jim Horner will seek an ETA from the city on the new receptacles, and the board noted the school had requested two replacement cans at the ball field.

On property ownership, the board reviewed GIS data showing the court parcel listed to Community Recreation Association Inc. and discussed a 1970 deed in which the school deeded the property to that association. The minutes state the Troy Recreation Commission was created in 1988 and that the association is believed to have dissolved; Robert Fuemmeler will contact Alan Boeh to verify current ownership and to determine the process for updating GIS records to show the correct owner. The minutes record the deed history but do not state a definitive present owner.
Board members also discussed relocating state championship signage to improve visibility for visitors and created an email address (TroyRecreationBoard@gmail.com) to support surveys and grant applications. The board reviewed a pickleball-league survey and both computer and paper donation-application forms.
The board set its next meeting for June 2 and adjourned at 7:30 PM.
