Spring Hill hears presentations on first-quarter finances, sewer project and siren upgrades

Finance Director Rhonda Dunn presented the General Fund first-quarter revenues and expenditures and later returned to present Water, Wastewater and Stormwater (Utility Funds) after noting the Utility Funds had been omitted from her initial presentation.
City Engineer Alysen Abel described the N. Webster Sewer project, noting the scope includes approximately 4,400 feet of sewer line and a 1 MGD lift station. Because the project is relatively small and to save time, she recommended using a change order to a contract awarded in December 2025; she stated the proposed change order would remain within the city Purchasing Policy. Council expressed support and staff will bring the formal item back to the council at a future meeting.
Chief Sutterby reported that Johnson County Emergency Management activates Spring Hill's sirens (including Miama County-located units) and identified gaps in coverage. He recommended adding four new sirens and upgrading three existing sirens, with an estimated cost of approximately $227,000. The council expressed support and asked staff to return with implementation details.
No formal funding decisions or contract approvals were made at this meeting for these items; they were presented for council direction and will return as formal agenda items if staff proceeds.
