Spring Hill council approves insurance renewal, final plat and budget transfers; recesses to discuss threatened litigation

The Spring Hill City Council approved a package of routine administrative and financial actions and recessed to receive legal advice about threatened litigation during its March 12, 2026 regular meeting at the Spring Hill Civic Center.
The council voted unanimously on a set of motions covering insurance, land use and budget items. "Motion by Ivan Delgado, seconded by James Savage, to approve EMC and Elpha to provide the City’s Property, Casualty and Liability Insurance for April 1, 2026 to March 31, 2027 plan year," was the motion recorded for the insurance renewal and carried 4-0-0. The council also passed Resolution No. 2026-R-06, which acknowledged review and acceptance of the requested five-year Johnson County Assistance Road System (CARS) Program 2027–2031; the motion was moved by Councilmember Ivan Delgado and seconded by Councilmember Kristin Feeback and passed 4-0-0.
On land-use business, the council approved Final Plat FP-25-9 (Prairie Ridge at Spring Hill No. 5) "contingent upon approval of the Improvement Agreement and with the condition on any revisions to the plat required by City Engineer to be completed prior to recording." That motion was made by Councilmember Kristin Feeback and seconded by Councilmember Ivan Delgado and carried 4-0-0. Final Plat FP-25-16 (Fox Hollow, Second Plat) had been removed from the agenda earlier and was not considered.
Financial housekeeping included approval of listed 2025 year-end transfers as of Dec. 31, 2025 and approval of the 2026 budgeted inter-fund transfers; both motions carried 4-0-0. The consent agenda — amended to remove item 6 — was approved in a single vote and included, among other items, a Letter of Understanding with Johnson County related to the county utility assistance program, authorization to use Special Alcohol Funds for an educational police vehicle (not to exceed $5,000) and purchase of Avon gas masks for police personnel (not to exceed $15,000).
The council recessed into a 20-minute executive session to receive advice of counsel regarding threatened litigation pursuant to K.S.A. 75-4319(b)(2). The meeting recessed at 8:19 P.M. and reconvened at 8:39 P.M.; the minutes state that "no votes were taken, or decisions made during the executive session," and that the discussion was limited to the stated subject.
The meeting adjourned at 8:40 P.M. Minutes were signed by Deputy City Clerk Ashley Wood and approved by the Governing Body on March 26, 2026.
