Walworth County zoning committee sends off-site parking amendment to the board and approves multiple rezones and conditional uses

At its July meeting the Walworth County zoning committee approved an off-site parking ordinance amendment for referral to the county board and approved several rezones and conditional-use amendments, including requests for equine skill additions, a third yurt for a day camp, and multiple residential subdivides.
The Walworth County zoning committee on Thursday approved a package of ordinance amendments, rezones and conditional-use changes and sent an off-site parking amendment to the full county board for consideration.
After staff summarized the proposed off-site parking amendments (packet pages 26–37) the committee moved to forward the ordinance amendment to the county board in August. Deputy Director Mandy Bonneville said the public hearing had been held June 18 and that the committee could act tonight to send the item forward.
The committee voted to approve a conditional-use amendment for special methods in equine skills (a 32-by-130-foot addition to grooming bays and stalls) after the town approved the amendment and staff recommended conditions. It also approved an amendment for the Yegers Sew Land Foundation to add a third year of day-camp activities and a third yurt for inclement weather and multi-use gatherings.
A request by Connie Bauer to allow one dwelling unit outside of the principal business structure was approved with amended language to several conditions.
On rezones and subdivisions the committee approved a 3.67-acre rezone in Walworth Township for a one-lot PRD to allow a family member to build a residence; the applicant stated the portion proposed for rezoning is wooded and not farmed. The committee also approved a rezone and conditional-use for Tower View Mobile Court/Hawks View Golf Course to replace two crossing structures and widen some access roads; the applicant said construction would likely begin in November with a completion target before the next golf season and the committee added a December completion condition. A 15.96-acre rezone for Strong LLC in Sugar Creek Township to allow a three-lot CSM (two ~5-acre lots and one ~5.9-acre lot) also passed after a neighbor voiced opposition.
Staff noted two items (8F1 BJ Gilles Enterprises LLC and 8F2 Miguel Ortiz Roman) were tabled because there was no town decision and would not be heard until a town recommendation is submitted.
