Committee approves public‑safety contracts, interoperable communications grant and FOIL updates

The Saratoga County Law & Finance Committee on Wednesday approved a range of public-safety contracts, capital transfers, grants and an update to the county's Freedom of Information Law (FOIL) policy.
County staff presented a Mission Critical Partners LLC agreement to provide monitoring, technical support and on-site computer-aided dispatch and records-management support for a total of $523,358 over a five-year term. Staff said the county would also authorize a memorandum of understanding to form the Saratoga County Trafficking Illicit Narcotics and Gang Enforcement Task Force (STING), a law-enforcement cooperative among the sheriff's office, the district attorney and local police departments aimed at coordinating investigations into gang activity, narcotics and illegal firearms.
Staff also asked the committee to accept a 2025–26 statewide interoperable communications grant from the New York State Division of Homeland Security and Emergency Services totaling $1,607,978 to offset equipment and maintenance costs for county communications systems through Dec. 31, 2030. "This grant in the amount of $1,607,978 will be used to offset equipment and maintenance costs for the department's communication equipment," staff said.
Other approved items included a three-year aerial GIS mapping agreement with Pictometry International Corp. (DBA EagleView) for $253,422 with flights in fall 2026 and spring 2027; acceptance of a Workforce Innovation and Opportunity Act grant totaling $1,657,003 (Saratoga County share $944,558.33); a summer youth employment grant of $310,394; a $250,000 transfer from the capital facilities reserve to complete the Saratoga 250th hub project in Schuylerville (to be reimbursed by a state infrastructure grant upon completion); and two sewer-district items previously approved at a June 25 meeting (a $24,009.92 change order for Jerzin Construction Group LLC and a $25,634.19 preventive-maintenance agreement with Hack Company Inc.).
The committee also approved amendments to the county FOIL policy to appoint records access officers and appellate officers and authorized creation of two paralegal specialist positions in the county attorney's office to serve as records access officers (budget decrease to fund balance $85,271.49).
Supervisor motions to approve these items were made and seconded; the committee approved them by voice votes recorded in the meeting transcript.
