Liberty Street project delayed; leak at Hunt Field tank will take up to 10 days to repair

City infrastructure staff told council that work on the Liberty Street stormwater project has uncovered an undocumented 6-inch water line that complicates planned abandonment and requires additional field work and valve-testing. The city is seeking to exercise a valve this week to determine if the line connects to a 12-inch feed; if not, the crew may need to install a 12-inch inserter valve at an added cost of about $30,000 in addition to an approximately $121,000 increase already identified.
Because of the complications, staff recommended a 90-day extension to the project timeline (moving the expected completion from Oct. 3 to about Jan. 1). Councilors pressed for communication with downtown business owners and for documentation as staff and contractors map existing utilities. Staff said Greenway, Gantz Construction and CTUB are coordinating work and that better record keeping will follow as crews document findings in the field.
Separately, council heard that the Hunt Field water tank has a bottom leak that will require draining and sealing; staff estimated 7–10 days of offline work and additional equipment to maintain water pressure for customers while the tank is out of service. Council asked staff to update the county administrator and affected businesses directly about access and parking implications during the work.
