Meredith Selectboard approves $350 annual permit for commercial marine operators, effective Jan. 1, 2027

The Meredith Selectboard voted unanimously June 22 to establish an annual permit for commercial marine operators using the town’s public boat launches, setting the fee at $350 and directing revenue to the Waterfront Infrastructure Fund.

The board opened a public hearing at 4:35 p.m., where Police Chief Mike Harper recommended creating an annual permitting system and said the town “technically do[es] not allow for-profit businesses to operate on town property.” Local launch operators, including Carol Champlain of Champlain Marine and Jonathan Miller of 603 Marine, questioned how “commercial use” would be defined, whether enforcement would be practical and whether the fee would unfairly burden small, local businesses. Brad Champlain suggested raising nonresident launch fees as an alternative.

Selectperson Mike Pelzcar told the board that neighboring towns’ restrictions push commercial operators to Meredith docks and argued a permit would help protect town infrastructure. Chief Harper described an enforcement model using cadets and a tiered ticketing system; Selectperson Jeanie Forrester asked for additional study of dock conditions and repair costs before full rollout. Ultimately, the board approved a motion from Pelzcar to adopt a $350 annual permit with manager-directed implementation and additional research into ramp and dock conditions.

The board also voted to start the program Jan. 1, 2027, after Chief Harper requested time for departmental preparation. The motion passed 5–0 (Chairperson Steve Aiken; Vice Chair Jim Gregoire; Selectpersons Lynn Leighton, Mike Pelzcar and Jeanie Forrester).

Next steps include development of the permitting process by the Town Manager and staff, a pilot phase, and further study of repair costs and enforcement procedures before any adjustment to fee levels.
