Cairo schedules Nov. 19 hearing on proposed false-alarm local law after board reviews draft text

The Town of Cairo released the full draft of a proposed local law titled the "Town of Cairo Alarm Devices and Systems Law" and scheduled a public hearing on Nov. 19, 2025, for residents to comment.

The draft defines alarm systems and "false alarms," requires owners or occupants to register alarm system details with the Town Clerk effective Dec. 1, 2025, and requires the Cairo Police Department be notified within 15 days of any changes to registration information. It also mandates that external audible alarms include an automatic cutoff within 15 minutes and limits automated dialer transmission time.

The draft establishes recordkeeping duties for responding police or fire personnel and for fire companies, and proposes a graduated civil-fee schedule for false alarms: no fee for a first false alarm; $75 for a second; $100 for a third; and $500 for a fourth and each subsequent false alarm in the same calendar year. Unpaid civil fees and related costs may be levied against the property and added to the town tax roll after six months. The law also authorizes civil penalties up to $1,000 per offense and names the Code Enforcement Officer or any peace officer as enforcement authority.

Town officials emphasized administrative steps: registration must include owner and occupant contact information, property address and tax ID, tenant counts and at least one alternate contact to receive alarm activation notices when the owner is unavailable. The proposed automatic cutoff and dialer limits are intended to limit prolonged external noise and unnecessary transmissions to emergency agencies.

The public hearing on the draft local law is set for Nov. 19, 2025; the board will consider public comment before any final action. The minutes record the draft text and the hearing date but do not show a board vote on adoption at the Nov. 3 meeting.
