Board approves block of contracts and procurement awards, including bridge work, holiday lights, waste services and sheriff motorcycles

At its meeting, the Essex County Board of County Commissioners approved a block of procurement and contract resolutions covering parks, public works, the sheriff’s office and other county divisions.
Highlights of the grouped approvals include: a contract to CMS Construction for replacement of the bridge carrying Thomas Boulevard over the Second River in the City of Orange, amount not to exceed $519,351 with a 90‑day project window and NJDOT grant funding; a 24‑month extension to Hodges Party Rental (DBA) for rental items not to exceed $275,000 to support park events; a purchase contract to David Fred Development Corp. for holiday light accessories not to exceed $212,890; a seasonal contract award to Direct Waste Services for park solid-waste transport and disposal not to exceed $721,698.08 with specified seasonal service months; a two‑year as‑needed tire contract to Barnwell House of Tires not to exceed $160,000; a 12‑month extension to Ariel Rises for specialized equipment parts and repairs not to exceed $25,475; and a sheriff’s office award to Liberty Harley-Davidson to furnish eight motorcycles not to exceed $170,446.
County staff described the use of the park rental and holiday lights contracts (the lights program runs from Thanksgiving through New Year’s) and answered commissioner questions about whether the waste contractor needed separate approval under any regional solid waste management plan. Public works staff explained the bridge contract was the lowest of four bids for an NJDOT grant-funded project. Maria Pereira, administrator for CMS Construction, introduced her company and described its local experience.
Most grouped items received brief procedural questions and were approved by roll call with Commissioner Gill absent. Several commissioners took the opportunity to thank staff for recent community events and to note the holiday programming schedule. The board also approved a ministerial correction to a previously adopted resolution removing an incorrect phrase and several proclamations and commendations.
Public comment at the meeting included a request from Nadira Brown for staff follow-up on an emailed constituent concern; President Palmeiras asked Brown to provide the correspondence to staff for a written response.
The approved procurement and resolution packages will move to contract execution and the responsible county divisions will complete administrative and procurement steps as required.
