Ely approves water use agreement with White Pine County and a related land exchange

The Ely City Council voted Dec. 11 to approve a Water Use and Deed Agreement with White Pine County recommended by the Municipal Utilities Board. City Engineer B.J. Almberg told the Council the agreement allows refurbishment as an option if bids are excessively high and includes a protection: "if your refurbishment doesn't last and that well doesn't function for twenty years, then the County is solely responsible for redoing it," Almberg said.
Councilmembers discussed a regional driller shortage and the practical timeline for putting a well online; Almberg observed that even with a driller available, mid‑summer is the earliest practical online date and the agreement honors a discounted rate through the following year.
Separately, the Council adopted Resolution 2025‑10 approving an exchange of real property with White Pine County: City parcel APN 010‑424‑04 (Parcel 2, about 105.116 acres, adjacent to the county golf course) conveyed to the County and County parcel APN 002‑271‑19 (Parcel 1A, about 54.92 acres) conveyed to the City. The resolution authorizes quitclaim deeds and recording, with an anticipated transfer date of Dec. 12, 2025 unless mutually agreed otherwise.
Councilmembers approved both actions by motion.
