LaMoure County Board of County Commissioners Chairman Keith Heidinger called the July 28, 2025, Department Head Budget Meeting to order at 8:01 a.m., with Commissioners Bruce Klein, Robert Flath, Wayne Wald and Jason Weigel and County Auditor Jan Hamlin in attendance.
Over the course of the meeting the commissioners and department heads reviewed proposed and current budgets for several county functions, including Road & Bridge (culverts, equipment, prairie dog control and flexible transportation), the Recorder/Document Preservation Fund, Planning & Zoning, the Veteran Service Office and General Government. Department heads presented or discussed line items and operating needs for each area as the board considered departmental requests alongside county revenue constraints.
The commissioners temporarily closed the session at 8:30 a.m. for a Special Meeting and returned to the budget discussion at 8:42 a.m. The meeting took a brief break from 9:39 a.m. to 9:47 a.m. and was adjourned at 10:20 a.m.; the minutes reflect approval on Aug. 5, 2025, signed by Chairman Keith Heidinger and County Auditor Jan Hamlin.
During a later portion of the meeting, board members discussed starting to identify potential reductions should the county’s tax levy growth exceed a 3% guideline. Commissioners noted that the county’s final taxable values remain subject to the State Tax Equalization process in August; they said a clearer picture of revenue and any required adjustments will follow that meeting. No motions or votes on budget cuts were recorded in the minutes.
The board did not record formal actions or ordinance votes during the budget session; the meeting focused on review and discussion of departmental budget requests and on planning next steps depending on tax-equalization results. The commissioners directed staff and department heads to continue preparing budget detail and to be ready to propose adjustments if the finalized taxable values require them.
