Planning Commission approves Trinity master plan and recommends several conditional-use permits to Board of Supervisors

The Goochland County Planning Commission on July 16 approved a conceptual master plan and voted to recommend several conditional-use permits to the Board of Supervisors.

John Michael Whelan, planner with the county, presented a conceptual master plan (CMP202600003) for Trinity Capital Acquisitions LLC to build three warehouse buildings in West Creek Business Park totaling about 550,000 square feet. After staff input and a brief discussion, a commissioner moved to approve the conceptual master plan; the motion passed 3-0 on a roll-call vote.

The commission also considered and recommended approval of several conditional-use permits and renewals:

- CUP202600008 (Guy and Eva Hansen): accessory family housing unit on 3.6 acres at 1451 Hockett Road. The commission recommended approval subject to standard conditions and recorded a 3-0 vote. The case is tentatively scheduled for Board of Supervisors on Sept. 1, 2026.

- CUP202600009 (Bethel United Methodist Church): an electronic message board with an exception to allow messages to change once every 15 seconds. Staff recommended conditions (including a 10 p.m. turn-off time); the commission recommended approval, 3-0, and forwarded the matter to the Sept. 1 Board agenda.

- CU202600010 (West Creek Motors) and CU202600011 (Dane Motor Company): renewals of conditional-use permits for small automobile-sales operations. Both renewals were recommended for approval on 3-0 votes and will go to the Board on Sept. 1.

All votes reported at the meeting were roll-call votes, with commissioners recorded as voting "Aye" for the passed items.

Next steps: the recommended items will be scheduled for the Board of Supervisors on Sept. 1, 2026, where final action will be taken.
