Committee directs staff to map education program volumes and upstream factors

Alex (city staff) said the exercise aims to visualize program volumes by geography (school district, council district, ZIP) and to identify which milestones and programs to map first; staff recommended focusing on volume and mapping (not causation) and said ITSD will support the GIS work.
Council members recommended adding upstream determinants such as housing, infrastructure, access to public transit, and measures of neighborhood service loads (for example, 311 calls), and asked staff to include nonprofit service footprints and existing analytic work by internal teams. Several members suggested starting with three milestones — kindergarten readiness, opportunity youth and 3rd‑grade reading proficiency — and then layering other data points as capacity allows.
Staff agreed to coordinate with PCDC, ITSD and other analytic teams, to solicit partner data where possible, and to return with a proposal that includes recommended milestones, geographic boundaries and an estimate of staff and technical resources required.
