County board approves inclusion of proposed Irvington tire-recycling facility in Essex solid-waste plan

The Essex County board voted to include an application from Irvin Revolt LLC to add a proposed Class B tire recycling facility at 1008 Coit Street in Irvington to the county Solid Waste Management Plan.

Elmer Herman, acting executive director of the Essex Abilities Authority, presented the application and read a supporting letter from Mayor Tony Russ describing the facility’s plan to collect and process used tires and to ship processed material to end markets for uses such as athletic surfaces and other reprocessed products. Herman told commissioners the matter had been reviewed previously by the county’s Solid Waste Advisory Committee (SWAC) and the utilities authority, both of which recommended consideration of the facility.

Commissioners asked how tires would be transported and whether truck traffic could affect residential streets. Herman said tires will be trucked in closed containers and that the site abuts Route 78, which provides the appropriate access; he also said DEP advised that environmental-justice requirements had been met as part of the review. After discussion, a commissioner moved the application and the board approved it by roll call.

The motion was recorded and moved forward; the deputy clerk conducted a roll call in which multiple commissioners voted in favor. Commissioners also noted the involvement of SWAC and the county utilities authority in earlier review stages. The board did not record a mitigation plan in the meeting transcript; staff noted maps and prior reviews would be part of the record for subsequent county and state permitting steps.
