Marinette council approves Bicycle & Pedestrian Master Plan 2026 after split votes

Alderperson Tom Karban moved, seconded by Alderperson Liz Mikutowski, to send the plan back to staff for further updates and to request a cost proposal; that motion failed by a roll-call vote of 2 ayes (Karban, Mikutowski) and 6 nays (Kowalski, Wolfe, Demmith, Skorik, Klegin, Keller). Alderperson Dorothy Kowalski then moved, seconded by Alderperson Chris Lesperance, to approve the plan as presented; that motion carried 6–2.
The council’s minutes record the two formal roll-call outcomes but do not include detailed amendments to the plan text. The approval followed public opposition raised in the citizen comment period but, per the minutes, the council majority supported adopting the document at this meeting.
Next steps listed in the meeting record indicate staff will proceed with implementation steps consistent with the adopted plan; council members previously asked for a cost proposal in the event further budget decisions are required, and the council defeated a motion that would have formally sent the plan back for additional updates.
