County staff presented a surplus-and-replace plan for equipment beyond economic repair and requested board approval to trade several items toward the purchase of a CAT 255 compact tractor and a Towmaster lowboy trailer. The plan relied on approximately $97,500 in trade-in value and asked the board to allocate roughly $38,320 from contingency funds to cover the remaining balance.
Staff noted current field equipment problems: the skid steer in use does not run and the existing lowboy is an old logging trailer that may be DOT-noncompliant. "These two items are in dire needs," the County Manager said when urging approval to secure equipment that was being held for the county. The presentation described operational benefits of the CAT 255 and noted a sheriff's inventory trailer contribution that helps staging and emergency response.
Board members discussed procurement limits for used equipment (policy caps exemption at $20,000) and a procurement waiver for the Towmaster to ensure compliance. After questions about price breakdowns and verification of competitive pricing, the board approved the surplus resolution, authorized the trade, and accepted contingency funding for the purchase.
Next steps: Staff will finalize the trade and purchase, document the use of contingency funds, and report back to the board as equipment is placed into service.
