Jefferson County audit shows improved balances; auditor says most prior comments cleared

Chris Moran, the auditor who led the county's fiscal-year audit, told the Jefferson County Board of Commissioners that the county finished the year with stronger cash and fund balances and far fewer audit adjustments than in prior years. "The general fund of the county finished the year with 7,986,000 in cash," Moran said, adding that combined funds totaled "11,000,005" and the county ended the year up about $1,800,000 net.
The presentation highlighted several measures of improvement: Moran reported $12,000,000 in general-fund fund balance and $19,000,000 in countywide fund balance, $19,367,000 in general-fund revenue against $16,375,000 in spending, and fewer audit adjustments this year compared with prior years. "We removed all those comments that we had in '23," Moran said, noting that only two audit comments remain.
Why it matters: Commissioners said the results reflect improved bookkeeping and changes to the finance office. One commissioner raised the county's history of carryover findings and asked whether older findings from 2001—2002 were still recorded; Moran and staff explained the lingering items relate mainly to internal controls and filing timeliness and that the county had made substantial progress. "Those findings, are they going out as well?" a commissioner asked during questioning.
The board voted to accept the audit report and the auditor said the county will follow with the auditor general on Monday. The acceptance was recorded following the presentation and the discussion of prior-year adjustments.
