Kayak launch delivered but installation delayed by low water; culvert design and abutter easements near completion

Chair Bill Steele reported the Commission approved purchase of a Kaya-Arm for the kayak launch in March and that the device has been delivered. During a site visit Steele said there was “no water under the launch,” so the installation is on hold pending adequate water depth. Steele will reassess site depth and coordinate installation with Member George Murray, who agreed to assist; he also will print and post user instructions at the launch and consider posting guidance on the Commission’s Facebook page.
Separately, Selectman Paul Wainwright updated the Commission on a wildlife-friendly culvert project: the design work is finished, easement agreements with abutters are nearly complete, and the project will require permitting through the New Hampshire Department of Environmental Services (NHDES). Wainwright said that, after permitting, the Town plans to issue a request for proposals for construction in January. He also noted the Town has received a grant for a new ambulance, mentioned in the same update.
Why it matters: The kayak launch is intended to improve recreational access but installation depends on water levels and safe placement. The culvert project aims to improve wildlife connectivity and requires coordination of easements, permitting and competitive procurement.
What’s next: Steele will reassess water depth and post installation instructions; Wainwright will complete easement paperwork and pursue NHDES permits before issuing an RFP in January.
