Ely prioritizes wastewater plant upgrade and 15th Street waterline in CDBG application

During a public hearing on Aug. 28, 2025, Ely City Engineer B.J. Almberg summarized three candidate projects for the 2026–27 Community Development Block Grant cycle and explained benefit calculations tied to low- and moderate-income (LMI) census blocks. The projects were: a Wastewater Treatment Plant Upgrade ($603,750), East 15th Street Waterline Project ($563,200), and a 17th Street Development Sewer Project ($2,916,900).
Almberg recommended prioritizing the Wastewater Treatment Plant Upgrade as the city’s first choice, noting the project is part of matching funds for a congressional earmark; he suggested the East 15th Street Waterline as a second priority because its scope and cost were comparatively smaller than the 17th Street project, which may require additional funding sources.
Council voted unanimously to prioritize the Wastewater Treatment Plant Upgrade first and the East 15th Street Waterline Project second and to submit both projects to the Nevada Governor’s Office of Economic Development for eligibility verification. Almberg explained that only two projects can be submitted to CDBG but all three would be forwarded for initial eligibility review.
Public commenters, including George Chachas and Janet Van Camp, stressed wastewater improvements should be the top priority to avoid system failures and to support housing and economic development.
