Ely Council awards Morley sewer contract, creates landfill capital fee and orders annual utility reviews

At its Aug. 14 meeting the Ely City Council approved a series of utility and infrastructure actions aimed at completing ongoing projects and creating dedicated capital funding.
The council awarded the Morley Avenue Sewer Main Upgrade (CDBG Project 24/PF/01, PWP# WP-2025-206) to Reck Brothers LLC for $399,999.77 after the city engineer reviewed bid materials and found Reck Brothers the lowest responsive bidder. City Engineer B.J. Almberg recommended the award so construction can proceed this fall.
To build a fund for major landfill equipment replacement, particularly a compactor that has required roughly $500,000 in repairs to date and whose replacement cost is estimated at about $1 million, the council adopted Resolution 2025-07 to establish a $2.00-per-month Landfill Capital Improvement Fee effective Sept. 1, 2025. City Treasurer Janette Trask estimated the fee will generate approximately $144,000 annually.
The council also approved an Agreement for Reimbursement of Construction Engineering Costs with the Nevada Department of Transportation that consolidates prior cost-accounting and will allow the City to receive outstanding reimbursements. Council adopted Resolution 2025-08 requiring the governing board to review water, sewer and landfill rates annually during the second meeting in January, a condition cited by state financing staff reviewing Morley grant applications.
Other actions included: removal of specified past-due utility penalties for three properties per Municipal Utilities Board recommendations; creation of a vehicle-impound lot on part of APN 001-49-113 for code-enforcement towed vehicles; extension of Basin Engineering’s consulting agreement through June 30, 2027, with staff directed to issue RFQs for civil engineering and surveying services to commence July 1, 2027; and authorization of a plan to place wireline-easement income and 45G tax-credit proceeds into restricted capital funds for City Hall renovation.
Councilmotions on these items were unanimous where recorded. A proposed Revolving Loan Fund loan for a new garage business was tabled after legal/conflict concerns, and staff was directed to review signage and traffic safety on Murry and Campton Streets and report back.
