Committee reviews update to 2012 growth tiers map to reflect sewer-category changes and preserve tier-4 exemptions

On July 22 the Planning, Housing & Parks Committee reviewed a staff-proposed update to Montgomery County's 2012 growth tiers map. Miss Nadeau said the map changes reflect sewer-category updates and corrections to rights-of-way and other classifications; Maryland Department of Planning provided tentative approval for the proposed edits.
Miss Nadeau explained how the tiers work: Tier 1 areas are currently served by sewer, Tier 2 are planned to be served, Tier 3 are not planned to be served (large-lot development and rural villages), and Tier 4 are preservation areas. She said the map update is designed to reflect sewer category changes required by the State SRA process originating in SB 236 (2012) and that council staff proposes the amendment by resolution rather than by changing the underlying zoning text.
Staff pointed the committee to a table in the packet that shows acreage shifts between tiers and noted an SRA exemption adopted in 2012 allows local subdivision limits in tier 4 to remain. The chair emphasized that this item is primarily procedural and intended to keep the county in compliance with state law rather than to implement new policy.
Council members had no substantive changes and moved on to the next agenda item.
