Park City council approves zoning change at 85th & Hydraulic, special-use permit, revenue-notice and camping rule amendment

Park City’s council approved several measures during a single meeting, including land-use ordinances and administrative items.

Zoning: Council approved an ordinance changing zoning district classification for property north of 85th Street and Hydraulic Avenue (Ordinance No. 12-45-20-26) after a staff presentation and a roll-call vote (7-0).

Appointment and consent: The council approved the consent agenda and appointed Justin Scott to the Community Relations Board with a term running through January 2028.

Special use: Council approved a special-use permit to expand an existing metal salvaging and recycling use in an industrial district for A and S Metal Recycling Inc.; the permit carries standard conditions restricting outdoor storage and was adopted by roll call, 7-0 (Ordinance No. 12-47-20-26).

Budget notice: Staff presented the Sedgwick County revenue-neutral-rate notice for the 2027 budget. The proposed mill levy was listed at 42.392 mills, with estimated ad valorem taxes of $7,933,705; council authorized submission of the county notice and staff will hold a public tax hearing at 7 p.m. on Aug. 25, 2026.

Parks camping rule: The council amended municipal code section 12-109 to permit the mayor (motion amended to remove the city administrator) to authorize limited overnight camping for city-sponsored events; council cited examples such as the VW car show and noted the potential for limited RV camping (staff referenced up to 15 RVs). The amendment passed 7-0 (Ordinance No. 12-49-20-26).
