Union City Borough Council unanimously approves $84,774 trail contract, $5,000 sinkhole repair and broadband application

Union City Borough Council voted unanimously July 23 to award a bid and approve several measures, including a park and trail contract, a storm sewer repair, an update to the borough's Right-to-Know policy and a resolution to apply for a Broadband Ready Community designation.
The council accepted Vavala Concrete's low bid of $84,774 for the Devereaux Park/French Creek Trail project on a motion by Councilor Osborn, seconded by Councilor Steadman. Councilors voted unanimously to award the contract.
On stormwater repairs at Municipal Lot #1, council received two quotes and approved the lower Mansfield bid of $5,000. Councilor Kerns moved to accept Mansfield's quote, Councilor Steadman seconded, and the motion carried unanimously; the borough will supply the pipes and fittings (estimated cost to the borough: $5,000). The quotes reviewed included a higher bid of $6,800 from McLallen Construction.
Solicitor Wachter recommended clarifying language about anonymous requests in the borough’s Right-to-Know Rules and Regulations policy; Councilor Osborn moved and Councilor Steadman seconded approval of the recommended update, which passed unanimously.
Council also adopted a resolution authorizing an application to the PBDA for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the borough’s Municipal Broadband Champion. The council held a public meeting on broadband earlier (5:48–5:59 P.M.) with no public attendance before adopting the resolution on a motion by Councilor Kerns, seconded by Councilor Winkler; the motion carried unanimously.
All procedural items — approval of the July 9 minutes, the Secretary’s Report and payment of bills — were approved without objection during the meeting. The meeting adjourned at 6:38 P.M.; an executive session on personnel and contracts ran from 6:42 to 7:37 P.M. with no action taken.
