River Bend council amends agenda, holds closed session and retains 111 Starboard property
Summary
Councilman Brian Leonard moved and the council unanimously approved adding a closed session to the agenda; the council later entered closed session under N.C. Gen. Stat. §143-318.11(a)(6) from 6:04 p.m. to 6:48 p.m., reviewed the May 21 agenda, and agreed to retain ownership of 111 Starboard after receiving no bids.
At the River Bend Town Council work session on May 14, 2026, council members moved and voted to add a closed session to the meeting agenda and later entered and exited closed session before adjourning.
Early in the meeting, Councilman Brian Leonard motioned to amend the agenda to add Closed Session under N.C. Gen. Stat. §143-318.11(a)(6); the motion carried unanimously. Leonard then moved to accept the agenda as amended, and that motion also carried unanimously.
Later in the meeting Councilwoman Lisa Benton motioned to go into Closed Session under the same statute; the council entered Closed Session at 6:04 p.m. Councilwoman Benton subsequently motioned to return to Open Session at 6:48 p.m., and the motion carried unanimously. After returning to open session, Councilman Jeff Weaver moved to adjourn; the meeting ended at 6:48 p.m.
On the property matter, Town Manager Delane Jackson reported the town received no bids on the parcel at 111 Starboard; the town will retain ownership of the property. The minutes do not record a formal roll-call vote for the retention decision but do record the council’s direction to keep the property and to proceed with agenda items at the May 21 meeting.
