River Bend council to draft ordinance changes on unlicensed vehicles, animal attacks

River Bend town officials told the council on May 14, 2026, that staff will prepare ordinance amendments addressing unlicensed motor vehicle operation and dangerous-animal definitions.
Police Chief Sean Joll "stated that he recommends amending the town ordinance 7.01.003 to follow the North Carolina General Statue regarding unlicensed motor vehicle operation prohibition." Town Manager Delane Jackson said the proposed amendment will be ready for the council’s next meeting.
Separately, Jackson reported that he and Town Attorney Trey Ferguson had prepared changes to ordinance 9.01 to address dog attacks and define vicious animals. Councilman Jeff Weaver asked that item #3 in the dangerous-animal definition — language concerning animals "that have been trained in attack methods" — be removed; the council agreed to remove that language. The council also briefly discussed a "warning sign" the town will provide for residences where an animal is formally deemed vicious.
The work session record does not show any formal vote to adopt the changes; staff said the cleaned-up ordinance language will be presented at the May 21 meeting for formal consideration.
