Belle Vernon Area SD to pursue schematic design, explores bond financing for elementary project

Staff presented a proposal asking the Belle Vernon Area SD board to authorize moving into the schematic-design phase for a proposed elementary school project and to begin preparing procurement and financing steps.

The staff member leading the agenda said the next steps would include converting existing hourly agreements into AIA contract documents, engaging civil/site engineering and Gibson Thomas Engineering for design work, and scheduling an operations committee meeting with PNC Capital Markets and PFM to discuss financing options. "We were also talking about having an operations committee meeting prior to our July 21 meeting at 04:30 with PNC and PFM to come in and talk to us about the possible financing of a project," the staff member said.

A board member noted that bond counsel (referred to in the transcript as Dinsmore) would likely handle the district's legal work on the issuance and that the administration planned to include a reimbursement resolution on a future agenda to allow the district to reimburse the general fund from bond proceeds for any preliminary project spending. The board member described that reimbursement resolution as the mechanism to "reimburse the general fund out of the bond proceeds" if the district spends money on the project before financing is finalized.

Board members asked for clarification about the schematic-design phase and the degree of stakeholder involvement it would entail. Questions focused on the level of detail in schematic plans — cafeteria size, principal office placement, and input from elementary principals and staff — and whether the planned documents would go out to bid after design completion. One board member observed, "This is a serious first step," in describing schematic design as the phase that shapes ultimate project cost.

The staff member said administration would draft motion language to move the work forward, subject to the solicitor's final approval of contract forms. No formal vote to enter schematic design was recorded during the work session; the item was framed as a direction for administration to prepare contracts, AIA documents and reimbursement language for board consideration at an upcoming meeting.

Next steps: administration will prepare AIA contract language and related documents, schedule the operations committee meeting with PNC and PFM, and present a formal motion and recommended financing language at a subsequent board meeting pending solicitor review.
