Residents raise sewage, utility-bill and cemetery concerns as council ratifies invoices and budget transfers

Several Robersonville residents used the public-comment period Tuesday to report local sanitation and utility problems and to announce community events while the council approved routine financial items.
Samantha House of 604 Myers Drive told the council she has sewage in her front yard and expressed frustration about town communication and the time her family has spent trying to resolve the issue. Marlu Kimball of 600 Dell Street and William Freeman of 707 Frederick Street reported unusually high electric bills; Kimball suggested a faulty meter could be causing overcharges. Resident Tammy James raised concerns about the cemetery contract but said she has seen improvements in town. Cherie Taylor, chairperson of the Robersonville Improvement Committee, announced a July 22 blood drive and a May 9 community yard sale; new resident Jeffery Mix introduced himself.
Manager Jonathan Russell addressed the public comments and provided administrative follow-up. Council agreed to table the cemetery contract bids for further review and planning.
On the consent agenda the council ratified several emergency or no-pre-audit invoices and approved multiple budget amendments. The minutes and consent agenda items passed by voice vote 5-0.
Key consent items (as recorded in the meeting): - Mason Bryant Entreprises LLC invoice #66, $1,800, for emergency power outage repair at Robersonville Manor & Circle Drive and repair to an electrical attachment at 403 N. Main St. (work completed Feb. 18, 2026); no pre-audit obtained. - Mason Bryant Entreprises LLC invoice #64, $1,800, for emergency power outage/downed live wires at Dell and Mae Streets (work completed Feb. 26, 2026); no pre-audit obtained. - Cesar C Construction LLC invoice #001, $2,465.00, for drywall removal, replacement and painting (no pre-audit obtained). - Cesar C Construction LLC invoice #002, $762.63, for replacement of damaged ceiling insulation and tiles at the fire department (no pre-audit obtained). - Budget Amendment #27: clerical correction transferring funds from police salaries to other line items in the General Fund for anticipated expenditures for the remainder of the year. - Budget Amendments #29, #30, #31: departmental transfers across General and Water & Sewer funds. - Budget Amendment #32: appropriate additional prior-year property-tax revenues collected for tax-collection fees for the remainder of the fiscal year.
Manager Russell also reported that the town received $5,000 from Electricities to support a systems analysis for capital planning and that municipal staff are preparing grant applications (Manager Russell referenced a March 3 meeting with NCDEQ and an April 30 application deadline).
Council members indicated that a budget planning meeting will be scheduled in advance of the next fiscal cycle; no final decisions about the cemetery contract were made at this meeting.
