Robersonville’s Town Council on April 14 adopted a suite of administrative policies the town must follow to remain compliant with its FY2023 HUD Community Project Funding grant. Lee Patrick of the Mid‑East Commission told council members that HUD requires updated language in town policies to ensure audit readiness.
The policies adopted together include Fair Housing and Nondiscrimination policies, a Language Access Plan, a Conflict of Interest policy, a Residential Anti‑Displacement and Relocation Assistance Plan, and a Section 3 Plan. "HUD requires updated language to ensure compliance and audit readiness," Lee Patrick said during the presentation. Councilman Glen Cowan moved to adopt the eight policies; Councilman James Wallace seconded and the motion passed unanimously (5-0).
Why it matters: adopting the policies preserves the town’s eligibility for the federal funds tied to the CDBG/Community Project Funding grant and establishes the administrative framework for how grant‑funded activities must be run and documented. The policies set standards for nondiscrimination, language access for limited‑English speakers, conflict‑of‑interest safeguards, and measures intended to limit displacement of residents during funded projects.
What’s next: with the policies adopted, staff will proceed with the administrative requirements tied to the FY2023 grant. Town Manager Jonathan Russell and Mid‑East Commission staff will oversee the necessary implementation steps and recordkeeping for future audits.
