Walton council approves budget amendment on first reading, confirms planning appointments

At a Feb. 3 special meeting, the Walton Common Council approved Ordinance 2026-01 on first reading to amend the FY2025/2026 budget and approved municipal orders appointing Joshua Nathan to the Boone County Planning Commission and reappointing Mayor Terri Courtney and Council member Sherry Gaskill to the Planning and Development Services Council; all votes were 4–0 with two members absent.
The Common Council of the City of Walton approved the first reading of Ordinance 2026-01 — an amendment to the city’s fiscal year 2025/2026 budget that transfers funds among accounts to reflect actual and expected revenues and expenses — during a Feb. 3, 2026 special caucus meeting at City Hall.
Council member Dan Martin moved to approve the ordinance and Council member Sherry Gaskill seconded; roll call recorded 'yes' votes from Dan Martin, Matt Brown, Caleb Flege and Sherry Gaskill. Two council members, Amy Long and Rose Beach, were listed as absent in the minutes. The ordinance was approved on first reading by a 4–0 recorded vote; the minutes reference an attached exhibit for the account transfers but do not reproduce it.
The council also approved Municipal Order 2026-02, which the minutes show appoints Joshua Nathan to the Boone County Planning Commission for a four-year term expiring Dec. 31, 2029. Council member Sherry Gaskill moved the order and Council member Matt Brown seconded; the motion carried on a 4–0 recorded vote.
Separately, the council approved Municipal Order 2026-03 to reappoint Mayor Terri Courtney and Council member Sherry Gaskill to the Planning and Development Services Council for one-year terms expiring Dec. 31, 2026. Council member Caleb Flege moved to approve the reappointments and Council member Dan Martin seconded; the motion carried on a 4–0 recorded vote.
A procedural note in the meeting minutes: the narrative lines recording the motions in two places reference 'Municipal Order 2026-01' even though the headers list 2026-02 and 2026-03 for the two orders. The minutes otherwise record the council’s approvals as described above (see audit for details).
Items listed under "City Business" — including bus stop lighting, Ashwood Drive signage and a Public Works vehicle — appear on the agenda but the special meeting minutes contain no recorded discussion or votes on those items.
The council adjourned at 7:00 p.m. following the recorded votes.
