Mesilla trustees approve historic‑restoration case and package of budget, asset and EMS resolutions

At its Nov. 12 meeting the Mesilla Board of Trustees approved a cluster of administrative and planning items, voting to adopt a restoration case and several resolutions covering budget, equipment disposition and emergency services recruiting.
Trustees approved PzHAC case 061913 (2342 Kaila Arroyo; submitted by Julie Fitzsimmons) with the conditions set by the Planning & Zoning Commission. Staff said a work session addressed preservation requirements in the historic residential zone, and trustees voted in favor by roll call.
The board also approved Resolution 2025‑10 (FY24‑25 budget adjustment #1), which staff said repays a general‑fund shortfall that was previously covered and uses ARPA to match required funds. Resolution 2025‑11 authorizes a public auction of inoperable vehicles and equipment; Resolution 2025‑12 certifies the town's capital asset inventory; and Resolution 2025‑13 formalizes a FireFund EMS recruitment agreement (Z24‑ZI5036‑34) to support fire/EMS staffing.
Trustees additionally formalized Resolution 2025‑14, ratifying a prior rezone decision after correcting a vote‑recording error in the minutes; one trustee recorded a dissent in the minutes but the resolution carried.
Roll calls for these items were taken during the meeting and the resolutions were carried by the requisite majorities; trustees said staff will continue follow‑up on inventory updates and budgeting tasks.
