Union City Council approves lien removal, recreation contract and $23,600 in Renaissance grants

Union City Borough Council voted unanimously on Aug. 27 to remove a lien on a landbank property, accept a contract quote for a canoe and kayak launch and approve seven Renaissance grant awards totaling $23,600.
Councilor Joyce called the meeting to order at 6:00 P.M. at First Global Methodist Church. Four councilors were present: Councilors Joyce, Osborn, Steadman and Kerns. Borough Manager Cindy Wells and Police Chief David Pernice attended.
In its primary votes, the council removed a Borough lien on 121 East High Street. Manager Cindy Wells told the council the Borough held a lien of approximately $2,690 on the Erie County Landbank property; the Landbank requested the lien be removed. Councilor Kerns moved to remove and satisfy the lien for the full amount and Councilor Steadman seconded. The motion carried unanimously.
On a parks and recreation item, Manager Wells presented two quotes for a canoe/kayak launch at the American Legion ball field. The EADS Group reviewed bids of $18,541.50 from Blum Property Services LLC and $16,679.00 from Construction Services of PA. Councilor Osborn moved to accept the $16,679 quote from Construction Services of PA contingent on receiving an easement from the American Legion; Councilor Kerns seconded. The motion carried unanimously.
Manager Wells also reported seven Renaissance grant applications were received totaling $60,606 in project costs and requesting $23,600 in grant funding. She said $90,547.35 remained in the Renaissance Grant fund and recommended awarding the $23,600 to the seven projects to address blight. Councilor Steadman moved to approve the recommended awards and Councilor Osborn seconded; the motion carried unanimously.
Separately, the council passed a resolution accepting the audit report for the Erie Area Council of Governments (EACOG) as previously reviewed and accepted by COG members. Councilor Osborn moved and Councilor Steadman seconded the resolution; it passed unanimously.

The council adjourned at 6:19 P.M. and will meet next on Monday, Sept. 16, 2024, at 6:30 P.M., when a public hearing on a zoning amendment and a proposed parking ordinance amendment will be held and advertised as required.
