Residents urge action on dog-waste complaints; River Park reports flood closure and rising visitors

At the start of public comment, Linda Bourne asked the board to address ongoing problems with dog owners leaving waste in and around yards on Watt Street. "I am glad to have proper Code Enforcement back in Town; I think this will help in many areas," Bourne said, and she noted law enforcement had issued warnings to owners she said were seen leaving waste.
River Park representative Ron Bivens updated the board on park operations, reporting that heavy rains caused massive flooding that closed the park for a week and that subsequent storms at times prevented swimming. He said visitor numbers are continuing to grow and that staff must sometimes close the gate when parking capacity is reached.
Commissioner Almond provided law-enforcement figures to the board, reporting that officers logged 512 hours in town and recorded 131 events during the reporting period. The clerk reported Code Enforcement issued 34 notices in July and that full enforcement of violations began Aug. 1; several property owners resolved issues before formal violation steps.
The board also discussed recreation improvements: staff said a County Recreation grant of $5,800 would pay to repaint shuffleboard, basketball and tennis/pickleball courts, and the board discussed whether to convert part of a tennis court to pickleball or build new courts.
Next steps: staff will provide monthly Code Enforcement updates to the board and the board will consider how to apply the $5,800 grant to courts and whether to add pickleball at a future meeting.
