Cooleemee delays procurement decision for community center; mayor says ABC revenue split will benefit town

The decision was postponed to allow more review of procurement options, including traditional competitive bidding and Construction Management at Risk, which the board discussed as offering different trade-offs between price and contractor selection. Commissioner Tippett moved to table the procurement-method decision until September; Commissioner Almond seconded the motion, which carried 3-0.

Mayor Smith said Fuller will begin surveys of the selected property to confirm siting.
Clerk Steven Corriher told the board the town has a point of contact structure: “So, Clerk Steve, Mayor Smith, Comm Reavis are going to be that team for now,” Smith said when naming the group to assist Fuller. The clerk also noted the audit is near completion and that related administrative items are being prepared for board consideration.
The board also received an update on ABC-store revenue collection. Mayor Smith said the ABC Board and manager Kris Howell changed the planned revenue method from a sales-based share to a general profit split after discussions with nearby Mocksville, and that Mocksville agreed to a 60/40 split that Smith said will benefit Cooleemee. “The board is thankful for the ABC Board, the Town of Mocksville, and Kris Howell, Manager of ABC stores, for their efforts in making this happen and benefiting the Town so much,” Smith said.
Next steps: the procurement-method agenda item and Planning Board selections will appear on the September agenda for formal action; the named three-person team will serve as the primary contact for Fuller and the initial project work.
