Staff explained that Casella issues a net invoice and the county records journal entries with the treasurer; the presenter said revenue is booked to the department revenue line for solid waste and that any surplus can be directed to a reserve fund if the board so directs, otherwise some funds end up in the general fund.
The committee also discussed on‑site practices for reusable items and metal. Staff said that once material is brought to the transfer station it becomes county property and that reuse‑center partnerships (the Oneonta reuse center on Dwayne Street) could be re‑explored to divert usable goods from being crushed. A member suggested consumer‑education and potentially charging a fee for convenience pickup services that bring items directly to the reuse center.
No formal actions were taken on operational policy at this meeting; staff said they will follow up with the reuse center and consider outreach options.
