Otsego County committee clears budget moves to advance recycling facility construction

The committee voted to amend a CCARP (vulnerability assessment/climate adaptation plan) resolution to correct a template error and moved two budget modifications that reassign $6,000,000 in BAN proceeds to the H capital fund and transfer $750,000 from reserve/maintenance lines into the H fund so full purchase orders can be issued.
The committee’s project presenter, who identified himself as a contractor, said the county attorney’s office is reviewing the general construction contract and that signing the GC contract now will allow the contractor to place orders and begin phased site work. "We'll get those contracts executed as soon as possible, and we'll get kicking off," he said, describing plans to frame an overhead door and sequence work so one side of the site remains functional while the other is worked on.
The presenter framed the two budget modifications as fund‑alignment steps tied to the capital financing: assigning the BAN proceeds to the H fund contract lines (H 81 65 49000/H 4 27700) and moving $750,000 into the H fund so purchase orders match the appropriate lines. He said the reserve transfer is an internal reallocation, not new revenue.
A committee member moved the amendment to the CCARP resolution to replace a region‑specific reference to "Cornell Cooperative Extension" in the template with the word "embedded" appropriate to the county’s region; that motion carried on verified aye votes. The meeting record shows roll‑call affirmations given by Powers, McCarty, Kennedy, Hinchey and Berlien on the resolution.
The budget modifications likewise passed after members asked clarifying questions about whether the reserve transfer would be recorded as revenue and about maintaining an operating cushion; staff responded that the transfer is an internal bookkeeping action and that a portion of reserves is being retained for contingencies.
