Council adopts text amendment to allow special-use review for additional fueling positions

The Ames City Council on July 14 approved a zoning text amendment that lets gas stations and convenience stores seek a special-use permit to exceed the current five-pump (ten fueling-position) limit in the city’s Convenience General Services (CGS) district.
Benjamin Campbell, a city planner, said the change creates a special-use permit process before the Zoning Board of Adjustment, allowing staff and the board to evaluate context-specific criteria rather than granting automatic increases. QuikTrip development manager Travis Small told council the company is under time pressure to finalize design and asked that the council waive the second and third readings so the company could meet its purchase-agreement schedule.
Council held a public hearing with testimony from the company and then voted to approve first, second and third readings after a motion to waive the rules. Several council members recorded nay votes on one or more readings, but the ordinance ultimately passed after roll-call votes.
The amendment does not guarantee approvals for additional fueling positions; it creates a path for applicants to make a case and for the Zoning Board of Adjustment to apply conditions tailored to the site.
